What is torn paper art called?

It's usually just called torn paper collage, or ripped paper collage. The technique belongs to the wider collage family, where pieces of paper are arranged and layered into an image rather than painted or drawn. Tearing rather than cutting leaves soft, fibrous edges that read as texture, so the finished artwork has a tactile, handmade quality. Prints of this style keep those frayed edges and layered shapes visible in reproduction.

Is buying a print better than making my own torn paper collage?

It depends on what you want from the wall. DIY torn paper collage is a popular beginner-friendly craft and rewarding to try, but hand-made pieces are usually small, fragile and hard to scale up to a statement size. A print gives you the same layered look at wall-friendly proportions and in a consistent finish, ready to frame or hang. Many people do both: a bought print as the anchor, homemade pieces around it.
